Like you said, Frank. I don't see a problem just put up some traffic cones for vehicles to see and he will get hungry after awhile.
Anyone remember the incident some years ago with this woman protester who climbed up the base of the Statue of Liberty and police also climbed up to remove her.
I would have left her dumb ass up there all alone over night and she would not do it again.

That looks more like a contact cement adhesive possibly the same stuff they glue the reflectors to the road with.
Not even sure I would waste time putting up the cones. Cones might be misunderstood by him to mean you had empathy for him. The closest I would come to showing any humanitarianism toward him would be the addition of a length of surgical tubing and possibly a very small hammer with the hack saw so he would have a choice of his self-extraction. If persons were aware and conscious of him being there and happened to drive around him that's fine, not my problem.
My theory about events such as this is if you coddle them for their actions by making an attempt to save them from the probable harm they have brought on by their actions you are only inviting others to do the same or even more. They made their bed let them lay in it
I might erect a warning sign a few hundred yards up the road stating idiot in the road beware
