A word to the wise from a structural engineer. First welding of reinforcing steel should only be done on weldable rebar or by determining the carbon equivalent of the steel with proper preheat and temp verification. Welding of rebar a bends is forbidden, otherwise you should expect steel failure under load levels below design allowable values. Appropriate wire ties are preferred are are less time consuming versus welding which may or may not be permitted, depending where placed. Wire ties should have ends bent into the concrete member, away from the exposed faces to avoid wire tie rusting and faces marred by rust.

Thanks for your advice.
The loads will be very light, as the walls will be made of polyurethane panels, and the construction will be used for summer house.
In this area we have no seasons with snow neither strong winds and the altitude is between 50~100 meters from the sea surface.
