It seems they either missed a step or they didn't include the step in the video. If they didn't drill into the parent steps and epoxy in some anchor pins then tie or tack weld a rebar of strip of steel lathing, then wet the repair area before adding the patch those scabbed patches will come lose and fall off from heavy foot traffic. Probably causing serious injuries. Adding resin to the cement mixture will aid in creating a better bond as well.
