I've never seen one quite like this, but similar trucks have been on just about every site I've ever been on. Dust is a big problem on oil and gas sites in Alberta, and coal terminals everywhere. They usually use regular old tanker trucks like you would see on the highway transporting liquids. In Alberta they would spray oil or some sort of oil mix on the road because the water evaporates so quickly.

I've seen roads out bush, think Western Queensland, using Diesel fuel for dust mitigation, because the water was very scarce and a long way from the roadwork. The Fuel Depot was far closer and as bonus it did not evaporate anywhere near as fast as water and those roads were covered with bitumen and are still good forty years later.

At the Steel Mill we sprayed an emulsified solution with water we call" tree sap". It was just as the name implied. Sticky,messy and the roads got mushy in the heat. Fork trucks would get stuck in it.
