    1) There is no dust;
    2) The water cannons go off;
    3) There is now a lot of dust;
    4) The water cannons caused the dust;

    My SWAG is that the water is meant to trap the fine dust that would remain airborne and be blown all over by any air movement. The larger dust chunks can obviously penetrate the water curtain but gravity will quickly deposit them near the demolition site.

    The post demolition cloud color starts off brownish but becomes whiter as the cloud expands. A lot of that cloud is probably water vapor and not dust from the explosion.
