So should the crane have been anchored somehow, or did they exceed the recommended load weight?

crane operators have a chart with lifting capacity at certain lift radii. Newer ones also have built in lifting scales with an alarm. I used to operate in the 15% fudge factor, but this one was way beyond that. Note the arch in the boom just before it topples.

They cannot afford to hire two or three cranes. But they are willing to pay for the destruction of the crane and billboard!.. The billboard behaves like a giant sail that can easily topples over one crane.

Actually there are 2 cranes. The unit sitting on the highway may have lowered too far or too fast and pulled the other unit over center.

good eye.....missed that. Dual lifts are difficult if the operators haven't worked together anyway. Hard to coordinate loads.
