I've worked on sites with vests all around. It has the opposite effect. We don't pay attention to bright yellow after a while.

There is no replacement for proper training. And that is what all those bandaid ideas are there for in the first place. Hard hats and boots are essentials. But watching out for your fellow worker, come on!

In the past 50 years I doubt if I have ever owned more than a couple pairs of footwear which were not steel toed. I even had special steel toed combat boots I wore in the Army disguised as jump boots.
When my friend and I decided to do a joint venture in the project we are working on, I told him I had 1 rule in my shop that will be enforced no matter what. I didn't care if he showed up wearing sandles to work as long as they had steel toes. He said he wasn't going to wear boots of any kind, so he bought a pair of steel toed tennis shoes. When I was running construction sites I didn't force welders to wear hardhats under their helmets as long as there was no crane activity in the area where they were welding as long as they wore them when not welding. The added possibility of neck strain injuries from overhead welding outweighed the risks of head injuries

Safety is a continuous, conscious choice. As soon as you allow yourself to get "comfortable" around dangerous situations, you're at real risk for severe injury. We had a guy who had been a trainer for 20 years come in to train our operators on one of our machines. During his training he had to make a "real quick roller adjustment". The procedure is to E-Stop the machine, make the adjustment then start back up. He just slid under the machine, reached up by the roller and his hand got sucked in, ripping the skin off 3 fingers and ripping the long finger nail out by the nail bed. I used that as a "teaching moment" for our operators and had a class right there as Emergency Response was called. His face was redder than his fingers because he said "you should never make this adjustment with the machine running" just before it happened. He'd made that adjustment dozens of times with no issue and got comfortable doing it wrong.
