Drawbridge raises with car still on it - GIF

The question comes to mind why was the car stopped on the bridge in the first place? Had it stalled out while in traffic then the rest of the cars went around and cleared the bridge. If the driver had somehow managed to circumnavigate the barrier, not easily done on most modern draw bridges, why didn't they reverse off of the bridge as soon as it was apparent the bridge was opening. Was the driver even in the car?
