Who picks up the plastic bags setting along side that?
I wouldn't put it past the trash company to have one of those 4 fingered grapples stowed somewhere on the truck so they could pick up the trash bags without having to have a person do it by hand. All the storage volume is underground. It's a really smart way to do it.

It appears to have a vending deposit top, a sorta pay as you trash setup.
