Demonstrate a mock fire all they want using a scrap of paper. A true electrical fire is not suppressed that easy. First off electrical fires within a circuit panel are not all that common panels unless they are huge amperage circuits, even then the mains generally trip long before a direct short causes a fire inside a panel. Generally electrical fires are merely the initial ignition source due to overheated faulty wiring or a spark in the presents of combustible materials. If it is electrical short which caused the fire it will continue to reignite as long as electrical energy is present.
