Do those cars not have belly gates to unload them?

Not necessarily. Some power plants flip the cars over on their sides to unload them

Now that you mention it, I was able to tour the University of Notre Dame's coal fired gen. plant before they decommissioned it and built more student housing. They rolled the cars into the main building and picked the cars up to dump them.
