From the way the dark clothed dude put himself in the wrong position, and then bolted, it doesn't look like it

Although if it was real I hope that swing with the pipe near the end didn't connect. That could do some serious, legal ramifications damage

Oh there were guns alright. . .in the diversionary fisticuffs while the material handler sneaks up on the van. Staged or not.
Somewhere local there is a tire shop, or as likely machine in a private garage, that perpetrates dumping of useless auto tires; residential streets, city parks, behind convenience stores, freeway onramps. Anywhere sodium lighting times out to cool off.
Usually the modus operandi is clear; a flat bed or large pickup drives a slow constant pace while a hoodlum or two in back pitch tires out, leaving a trail of obstructions in the dark. Often causes tie-ups and other traffic issues.
    So thoughtful.

I have watched a few videos in Britain where there is a movement to track down dumpers and deliver their rubbish to their home address and the returners often get court orders to force the dumpers to pay them for returning their rubbish and to top it off the local council with police in attendance then issue the original dumpers a bookload of infringement notices.
I believe some dumb judge decided to back a councilor who decided to prosecute a farmer for returning rubbish and the resultant backlash deliveries were instrumental in a radical attitude adjustment as to what is right and what is wrong.
