I don't know of any exceptions to the "interfering with the operation of an aircraft" rule, and the FAA takes such things quite seriously. If you suspect someone is operating a drone in an illegal manner, you should report it to the local authorities and/or the FAA. If you shoot one down (or jam its radios or do anything else that interferes with its flight), most have cloud based telemetry systems and wireless video that will show where/when it went down and under what circumstances. Once the operator hands over that info to the FAA, you're liable to have G-men knocking at your door. Under 18 U.S.C. § 32, it's a felony with fines up to $250,000 and imprisonment for up to 20 years.
