Hummm? mark off the spiral helix in colored segments with graduation lines across it then map off a vertical and horizontal grid work then you could tell the nearest Decisecond for any given hour by looking at the intersection of the lines maybe smaller units of time but the grid and corresponding line intersections would be crazy hard to read.
Never try to tell me it can't be done
