Unbaffled water tank slosh is a known problem, had one roll over near me in the 1990's, a mate was a retained fireman called out to the crash, in the final report it was recorded as a failure by the driver to ensure the tank was correctly refilled by the previous shift that had been out on a shout. What it didn't detail was the known issue with the sight-glass isolation valves getting filled up with debris leading to the sight glass being 'full', even with almost completely empty tanks, especially on 'spare' rarely used appliances sent out to stations whilst their machines were in for repairs/service.
