    Exactly, note he never puts his full weight on the upper level. With nothing to lock it in place if he stepped fully onto the next step the chances of it folding flat on him were better than average

    This isn't a new invention - My grandmother had a similar version in her kitchen.

    Yes, and note the design of the vintage kitchen chair has the legs configured in such a way as to maintain. the center of gravity when weight is applied onto the third step still over the now center legs. In the thumbs demonstration if someone placed their weight fully on the third step the chair/step ladder could be unstable on slick floors, probably even on a carpeted floor.
