As I understand, the red with white diagonal flag is the marking for the diver; the blue and white (alpha) flag is the marking of a boat that is accompanying a diver.
If the diver is swimming from the shore, he might have his 2' x 3' diver flag on a small float. The laker captain is 10 or 15 stories above the water, and 1000 feet away when the bow of his boat is even with the diver. The laker is a Vessel Restricted In Its Ability to Maneuver because of its size and the channel.
The diver must be a fool if he is counting on the captain even seeing him, or being able to alter course if he does see him.
