Garbage disposal switches are often located in places where they are easily bumped or switched on accidentally. Like when cleaning the wall behind the sink.
There is a standard that says they should be located a minimum of 12 inches above the counter top and behind the sink or off to one side. Also a lot of people keep their counter tops cluttered with small appliances and other things like cutlery sets located near the sink. or dish washing liquids hand disinfectants or the like behind the sink.And lastly there are the young cabinet climbers and as bad as it sounds the family pets when no one is around.
Any of these would be a purpose for someone wanting to place a guard over the switch.
