It looks like the Flight Deck was an afterthought. Paraphrasing an old aviation maxim, "No look good, no fly good."
Reminds me of a Margaret Halsey quote...

Looks like it was designed by someone who had often heard airplanes described, but had never seen one.
Given the technical sophistication of aircraft in the 30s, I doubt passengers would have been reassured by a single engine airliner.
