My brother in law put a standard trailer hitch on the front of his truck. Made launching his sail boat easy.

That doesn’t look like a hitch to me...plus how would the truck float on only two wheels if it was a hitch?

Stable long as the trailer attached; OR that short bed is full of counter-counterweight ballast-grade helium.
If it was me, a big swivel caster would solve it. There is something visible in the pic.

That one is a Chevy but there’s some info on this one made from a Ford which does not use a hitch. Maybe similar maybe different but to my eye they are pretty similar.

So, is the flat bed in front called a leader instead of a trailer?

The wheel placement in the front of the flatbed appears odd to me, it doesn't look like a standard tandem arrangement, as the front wheel appears inset.

As the truck is inoperable without the front flatbed, this marriage of the two should reduce registration fees at the DMV.
