The home-grown setup suggests to me at least, that if these labels are actually for jeans of some other garment. The person making the labels are purchasing the garments from a manufacture who manufactures them for private labeling. Not illegal as long as whoever is doing this are not attempting to make their products appear to be major brands IE KNOCKOFFS but rather creating their own brand. Often times the quality will rivel and sometimes exceed that of major brands, or may be lower quality
The manufacture will produce whatever is ordered using the quality of materials specified.
45 years ago, I used to be part of a company manufacturing automotive lifts We had our own branded line which at the time was one of the major brands, but we manufactured lifts for private labeling just slightly different from ours but the quality of the bones of the lifts were still the same most major components such as vhains, cables, rollers, safety components were all interchangeable across the board. The leg shapes, top rails or sometimes just the colors were the only differences.
