Isn't it the basket's motor feed extension cord that is vaporizing itself thru a short,
rather than it hitting some power line?
Perhaps the basket gets stuck against the balcony while the drive is lifting?

Doesn't it seem like the whiff of smoke lies a few feet from the face of the building?
These 3-phase cords feed from a coil on the ground up into the platform's bottom,
and should (in the best of all worlds) be properly fused and GFCI protected.
