The way it is set up it only allows escape from a single floor and more than likely from only 1 appt.

Novel concept but no way one chute going to suffice. And no builder is going to add a separate fire exit at each floor.
Hard to imagine this being practical.

If I had to bet, I would say that is more for removing construction debris from some activity taking place on that upper floor.

That makes far more sense; except being horrendously expensive fabrication compared to sexing trash cans with cut-out bottoms together.
