Sorry I was wrong about the shaft placements it has been a long time since I had my victor the bottom shaft is the one with the adjustable kick outs
here is a picture of one that looks exactly like the one I had except I had a trav-a-dial mounted on the thread index wheel. on the right you can see the several stops on the bottom shaft being stored
