    it looks like a handle for a butterfly valve but not sure.
    It could be a chicway

    looks like it would suit the screw in bungs on the top of a 44gallon drum (205L oil drum), the offset in the handle to clear the rolled lip, etc

    I tried that it is about half an inch too long and the handle would be angled down if used in that position.
    What I think it may be is a wrench to open or close a valve that has a flat tang sticking up

    Possibly used to open & close a natural gas supply valve.

    Yup, I'm thinking a removable handle to a "specific" application ¼ turn or butterfly valve too. Looks like the material should non-sparking.

    I think that it is for holding something while the fastener is loosened or tightened. I have used similar tools for the clutch/cutter on blender cups...

    Could be a chickway. Too small for a henway.
