Common in Asia. There are exceptions, including Japan and Singapore.

Why don't they just cut a hole in the floor? This just seems like polluting with extra steps.

The Japanese litter. there are very few trashcans in the country as disposal is kid of expensive. I Okinawa there is a huge amount of plastic floating in the water around the shore.

Why even bother with trash bins on the train? With such an attitude, simply throw it out the train window.

Quite common in Africa too. Only education and robust anti-litter laws will help solve this.

Reminds me of the old Steve Martin joke: "ALWAYS carry a litter bag in your car. It doesn't take up much room, and if it gets full, you can toss it out the window."
