For what is being cleaned, boots do not seem necessary; a pair of flip-flops would probably be enough.
I mean, he is not ankle deep in poo or anything!

Boots were just to test the footwear cleaner. These are used in many food manufacturing plants. You have to have your footwear cleaned before entering certain areas of production. This one looks like it's leaking too. That wouldn't be allowed, it would have to be self contained, not leak, be maintained an a specific schedule and be cleaned every shift (probably).
