If it’s ice, I find it odd the ice only forms inside the mold, and it doesn’t seem even cool inside by the way the worker is dressed

Brine tank to chill and freeze fresh water, note they over-sheet the molds to keep the ice clean as it freezes and with the hot water release tank and open building it probably isn't that cold.
