Not really, considering how much it would cost to lay in a complete pipe making production line for a pipe of that size and thickness which could be in the of millions of dollars, just for a pipe making line capable of producing pipe nowhere near as thick as that one.
Obviously still not cheap for a press break that large plus a clamping machine to close the final gap a submerged arc welding system that would be mounted on a long pole to be sent to weld the inside and then the outside of the seam, but you would still have be able to weld the seam on a pipe production line, the exception being a seamless pipe forging line.
It all boils down to nothing is cheap when dealing with big and or thick materials.

Actually this is not nearly strong enough for 15,000 feet. 15,000 Ft ÷ 33ft/atm ≈ 455 atmospheres x 14 psi ≈ 6000+ psi.

If this is 4"/100mm thick with perfect welds and appropriate ends put on, it would be crushed at about 5700 feet/1750m according to this. That amount of pressure is very hard to imagine. Wow.
