Looks like the inside of an electrolytic capacitor. Is this stuff toxic to finger tip touching? I found out later that opening up electrolytic capacitors (examining vibration damage) was not supposed to be handled with bare fingers. I'm still here after 30years, so must not be too toxic.

Fire. Fire is what's inside a lithium battery. They should have let the video go longer because we probably would have been able to see it start smoking once it was exposed to air.

I was waiting for that to occur with the razor blade expecting to see.
Me, I leave these batteries alone, even the ones I find in parking lots as disposed vape batteries.
I would assume, if fully discharged with a resistor load, it could be made safe. Still chemicals, but then we survived a simulated nuclear attack with over 1000 air nuk bomb set off, and they watched where every mushroom cloud rained out. A good map of radioactive fallout is known. But the experiment was a success. You can survive a nuclear war, with just minimal cases of cancer that start killing off the old before the younger baby makers. Sorry Ross, my mind is in decline. This is only a test.
