That's a farm tractor not a road loco.
EDIT---according to video it WAS designed as a road loco, but with those wheels it would destroy road surface like crazy.

Thanks for the clarification. It looks awfully heavy for a farm tractor. Can you explain how you know it is one? Which features allow one to differentiate between the two?

Primarily the cleated wheels.
That and Case is an American company and we didn't do road going locos at all that I've ever seen.
