That's all well and good when the WC is in relatively clean condition, and I can see it being used for the final sanitization process. Far too many of the public restrooms I have seen must have been used by a sub-species of a sub-species of humans. Some were so bad you need a hazmat suit to even enter, let alone think about doing your business in there.
