Seems like they were waiting for it to happen.
I have a 1972 Land Rover Series III Truck Cab/Pick-Up and a 1962 Land Rover Series 2a Carawagon Camper.
There is more than one place along that section of track that looks like it may have slid away in the past. Wondering if that was law enforcement shooting the video on his phone. It seems you can hear radio chatter from his car? Also seems there were many people watching as he panned around some.
But then I often stop to watch trains when they are passing by. Typically counting the cars, an old habit I got when I was a kid.
