What is so “tactical” about a bin carrying truck? Doesn’t “tactical” just mean more expensive?

maybe this context means "tactical" as it can do whatever is needed at the time (bins, pallets, etc), as opposed to strategic, where it is specialised single purpose, and integral to a strategy. I've always looked at tactical to mean it is able to be modified in purpose/capability to suit the immediate need. (and yes I include the firearms with the myriad of accessories in that definition since I could change the accessories to suit my immediate need)

Tactical as in AAA will not go get you if you are stuck in a ditch on a battlefield with a IDE blown out tire but these gals or guys will.
