    I don't know the circumstances, but if there had been a way to release the wheels, transmission brakes or hydraulics which ever the case may be the recovery would have gone a lot smoother.

    really, they did not put the machine into neutral so that the wheels could turn, also I would have had a driver in the towed vehicle to power it.

    I agree, BUT, the cab of any kind of machinery is a very sketchy place to be when over water, cold water, with a cap of ice. Might have been the safest thing for all involved for no one to enter the cab.
