Why the touch in the middle before running the length?

I think he is getting the jig close to the lower bearing on the shaper. This is just to give him an idea of where the jig should be located so he doesn't nick the jig with the bit. Putting a nick into the jig would cause future pieces to also have the nick as the bearing would follow it.
