Looks more like solder? Especially since they just pull up on it to break it and go to the next spool. Also there's only about a yard (.9144 meters) of material being wound. Not much "wire"
And you can see the rag in the left hand is discolored from the metal sliding through it.

We've not the facts or justifications about decent spools with so little material, but I have low tolerance for inadequate,
