    They may not have built in a flood zone the flooding could have been caused by construction. There in Saginaw Texas where my first shop was, the city decided to alter the elevation of the road leading up to a set of RR tracks behind my shop but in so doing they blocked the natural drainage while construction was going on, and several businesses mine included though nothing like in the video, wound up with a deluge of run off flowing through our buildings once after a hard rain . If we think water damage to steel is bad you should see what water does to warehouse filled with sheet rock and insulation.
