The shape is that of a caltrop, an ancient device used to impede mounted cavalry. The shape is based on the tetrahedron, a three dimensional shape constructed of equilateral triangles. As the video shows, when thrown randomly onto a horizontal surface, it will always land with one point pointing straight up. In the video device the sharp points of the caltrop have been replaced with the circular targets.

Fun idea IF you have a lot of room to shoot. The device will deflect bullets in unknown directions. Most of the deflections will be UPWARD.
Hopefully velocity will be reduced enough to limit range of the deflected round, but HOPING you do not shoot your neighbor by accident is not good safety practice.
Kinetic targets are fun, especially for new young shooters, but you have to teach SAFETY FIRST!!
There are many ways to make kinetic targets while reducing the chance for stray bullet deflections.

Whatever is hitting that target isn't delivering much momentum. The target doesn't jump wildly when hit and doesn't show any after-impact damage. I'm guessing it's a pellet gun target and so the danger to the surroundings is probably minimal. Also, the noise of whatever is shooting doesn't have the "crack" of a firearm.
