I think the white target is supposed to represent the innocent person the crim is hiding behind - so .50 to CoM won't do the innocent human sheild much good.

If you are thinking the white plate is representative of a human shield, then depending on the value or the threat of the person of interest, IE the bad guy, you could have your backup shoot the hostage in a non-critical area taking the hostage out of the equation. affording you the possibility of a clearer shot at the perp. Better to have to face the consequences and treat a slightly wounded but alive innocent than a dead one at the hands of the bad guy. This would not be normal training for normal police procedures and not even for tactical swat. Civilian law enforcement has no business receiving this type of training Only elite special forces and above such as the counter snippers who guard high profile individuals. And even then, only when the only probable outcome to save the hostage's life would require such extreme measures.
But if the white shield represents a solid barrier, the .50 cal. would be the better choice to blast through the shield.
