I used to work on telecoms equipment when it was all electro mechanical and it reminds me a bit of a relay contact spring tension checker.

It's about 6" overall, has a split shaft on top that looks like would hold a pencil or scribe, this is attached to a spring inside the square shaft. Turning the wheel moves a pointer inside the scale slide with 50, 100, 150, 200, 250, 300, 350, 400. as the dial gets to the higher numbers the spring tension increases. The only marking is on the back "4223L". It even foiled google image search as it thinks it's a syringe. If anyone can identify it would be much appreciated.

Being made of nickel silver it might be medical or dental...
Milling like grinding. Works like an industrial shredder, using two cylinders to pulverize particles to a finer size.

Unless you are referring to milling of wood, i have no help in that case.
How about pulling on the adjustment end with a scale and compare readings. We might be able to derive the device scale's units - unless arbitrary.
