Those aren't rivets. those are anchors or more typically known as "powder driven fasteners", often used to fasten into concrete. The "Nail" is hardened.
Decades ago, I had one of these that used a "blank" cartidge that was the size of a .22 short (approximately) and the original tool was a long tube that had the fastener, the cartridge, and when you hit it with a hammer, the cartridge fired and the fastener was driven. Oh, I hated that tool - the bounce when it fired was awful unless you had it just right and I almost always flinched. Then years later, a trigger operated one came along and that was better, but not much.
Now, I drill with a roto hammer and it is so much nicer...
