This was all exponentially worse in the 2000-2008 time frame here in AZ: massive boom in construction + not enough trained carpenters/electricians/plumbers, etc meant all of those houses that got thrown up were full of errors like this (and worse). A friend bought one that had to have major pieces of the electricals redone...twice. And in the process the electricians managed to poke a hole through a water line in the garage that he didn't find until a day later. And this was a $500+K house.
