I would like to make seam punch for sheet metal.

When you say seam punch exactly what are you talking about? A flanging/stepping tool/ A hole punch? The one nashmetal provided a link to does both and there are hand operated varieties as well or are you talking about the sort used with an anvil or dolly to close a folded seam?
The latter can be made very easily if you have a welder and the slot can be made with a mill, lathe, shaper or a hacksaw and file if needs be.
If you could describe your needs in more detail there is bound to be someone who knows the exact tool for the job.

Yes differences range greatly. 2 Considerations. First concerns are access to the seam, flat or raised, as in roofing. That determines throat depth needed.
Second is total thickness of seam, even 3 layers of #26 gauge is close enough to #16 and that's a pretty sturdy hand tool. Throat depth demands increased mass of the die holder, just as increased thickness.
Roper Whitney is the best place to see what punching tools look like. Prices may deter you, that's OK. it gives you features & model numbers to search the used market for.
