According to this video, you would need to get a smaller barrel, cut out the side and then pour into that.

Hmmm, if only there was a word that describes this kind of tool - maybe rhymes with tunnel since you are sending the liquid through a tunnel to controll the flow...

Using waste for handling waste oil. Very apropos. Skip the trip to hardware for a bunnel? munnel? sunnel? Oh wait....
