Long ago I recall hearing about highway patrol vehicles with some sort of device that moved mercury from one side to the other to make the car do a 180 degree turn instantly.???

I've never heard that story, but I know that the Shriners have old fire engines with a massive weight that slides back and forth inside that enablestheir front wheels to come off the ground. or even one front wheel. I have seen those. Mercury would be rather dangerous in quantity enough to do that.`

I've heard of something similar to that but more like what tlnixon posted, with a sliding counterweight. No luck so far with any kind of research on it .
