Was that a poured floor? They are in a city not inthe mountains.
Perhaps they are taking advantage of what is around. Looks like a needed excavation for a project and why not salvage the stone that is coming out while you are at it. Maybe a developer turning an expense into a bit of profit.

Yes! It is a quarry. The marks on the wall are all from different times that the stone was sawn and then removed. Each layer removed lowers the floor of the quarry. It is probably a softer material like sandstone.
