Yes it is Arabic. That wide highway with the tall large lighting arrays could mean it was in one of almost a dozen of the developed Arab countries. But the sparcity of the traffic might suggest Kuwait in the outer regions or between Dubai and Bahrain or between Bahrain heading towards Kuwait in Saudi. Their Highways over there are better lit up at night and any Interstate interchange in a large city here in the States
