    Actually, it looks like new rebar. From my experience, I've seen that new rebar gets the brightly colored rust initially. When it gets older, though, it gets a very uniform brown color.

    I don't know where your are but here in the USA, I believe all rebar needs to be epoxy coated. Even then even the smallest spot that is not coated starts to rust and breaks down the concrete.

    Paint and epoxy are temporary corrosion protection for rebars till it reach its final destination and covered with concrete. Galvanized rebars, though expensive, have a long-term corrosion protection.
