I had to replace a rear wiper arm on a Chrysler town and country that was welded in place by galvanic corrosion. I found a nut that would fit the threads, started it on the shaft to protect it, and used a gear puller to pop it off. The only annoying thing was that my only gear puller was several sizes too large, so I had to put a worm clamp around the "arms" to keep them from popping off.
